UPDATE #2: MDE EXCLUSIVE: ROWLEY FUNDRAISING LETTER RAISES QUESTION
Sipidation just provided me with nice piece of information:
I'm not sure if this relates, but check out the last part of this page. It states:
Users may not use IHCC IT resources to:
-conduct commercial activities without prior written authorization from the President;
-market a home business;
-host a commercial web page;
-allow anyone who does not have authorized use to access any IT resource or service;
-conduct political campaigns;
-operate unauthorized information services.
Just something that caught my eye.
Ms. Stankiewicz 's response to my original post is starting to smell fishy.

I'm starting to wonder if letters to the Minnesota Senate Committee on Finance for Higher Education would be in order...

Well there are probably Republicans you can find doing the same thing.
I think the real issue is between this guy and his employer. It does also depend on whether he filled out the MS Word he has at his home computer with his employer.
I put U Succeed Internetworking on my home version of word. But if I didn't have a nominal small business (I don't do anything with that business right now), I might have put my employer as my company on my home version of word.
That isn't evidence.
Also - if he is using his work email address - but using it while at home, it would be less of an issue than if he used the work email address from work.
Speaking of Republicans doing the same thing... Here's one example.
I'm curious what you think of Michele Bachmann's campaign manager - Brad Biers sending out campaign correspondance from his state computer:
