The real folks who care in America are getting fed up
"Speaking on behalf of Congressman Mark Kennedy's campaign for the U.S. Senate" implies that it is a public campaign speech.
This is a very expensive fundraiser; I would say that "raising money from big donors on behalf of..." is more accurate.
