Looks like this has gone from somewhat of a story to a non story, and is about to become a story again. This apperenty was not money Penny had sitting around in a rainy day fund.
what do you mean?
from what I hear Penny had spent the money to have ads placed in the final weeks of the campaign, and these ads (the portion representing the $67,000) were never placed, nor was there any indication that the contract was not furfilled until recently.
This apperently had nothing to do with ads not placed during the aftermath of the death of Senator Wellstone. Also this it is my understanding that this same company also had a contract with Roger Moe, and was able to furfill that contract.
I don't know enough details to give the full story, but it seems the fact the money took 3 years to be disclosed and returned would suggest some leagal issues.
