Maybe I just automatically expect that a shameless old Democrat hack, like Hatch, will do this kind of stuff--just small enough, so he can say later that he can't remember exactly why it happened, or who he talked to about it. S.O.P. for a scheming political hack who spends most of his time in the deep dark bureaucratic bubble.
