RYBAK FAILED TO DISCLOSE IN TIMELY MANNER IF HE WOULD REAPPOINT MCMANUS TO SECOND TERM

MCMANUS LATER LEAVES MINNEAPOLIS, RYBAK CRITICIZED FOR FAILING TO SUPPORT HIM PUBLICALLY

"The Rev. Ian Bethel, co-chairman of the Police Community Relations Council, said he didn't believe Rybak gave McManus a strong signal that he was going to reappoint him. Bethel said he received a call from a recruiter from the East Coast interested in hiring McManus.

'He's very marketable, Bethel said. 'Should we lose him, that wouldn't sit well with the inroads we've made. I hope the mayor and City Council do everything in their power to keep the chief.'" Source: Star Tribune, March 2, 2006

"McManus would have been up for reappointment at the end of 2006 but he hadn't received a clear signal from Rybak. PCRC member Booker Hodges said Wednesday that at a PCRC meeting in mid-November – a week after Rybak was reelected to a second term – Hodges had publicly asked the mayor if he was going to reappoint McManus.

Rybak 'said something like, 'Well, we'll deal with that at a later date. It's too early to talk about it,'' Hodges said. 'If he would've given us an answer back then instead of flip-flopping, this probably wouldn't be happening today.' Hodges recalled the chief saying to him after that meeting, 'If I'm supposed to be your boy and you got my back, and now you're saying you don't know if you're going to reappoint me? "But it's not sunshine and cash driving this move. When McManus wanted the mayor's endorsement for a second term, he couldn't get it.

During the fall election campaign, when Rybak's opponent, Peter McLaughlin, tried to make crime the issue of the mayoral campaign, the mayor's office was micromanaging the Police Department.

Rybak was involved in everything from the makeup of the department's recruiting class to shaping media reports on police business. McManus was agitated by the intrusions.

Even after the campaign was over, the mayor publicly rejected opportunities to support the chief.

In January, Rybak was telling Star Tribune reporter Rochelle Olson that he was in no rush to talk about a second term for McManus, who had a year left on his appointment. Next fall would be soon enough, Rybak said.

It wasn't until McManus interviewed in San Antonio that the mayor started speaking glowingly of the chief.

    seriously dude… ANOTHER f’n Rybak post??

    get another hobby… it’s not healthy… i’m starting to worry…

    also, they are planning on firing the Fire Chief outright now, and not paying any severance (thank god)
