In the ’02 elections, the GOP had 81 members and the House. That’s more than a 3-4 seat majority.

The Minnesota Senate has been controlled entirely by Democrats since 1973

The Minnesota House was controlled by Democrats from 1971 to 1983, and then again from 1987 to 1998. The years between, Republicans never had more than a 3-4 seat majority. Between 1998 to the 2002 report that the bridge had deficiencies, Republicans never had more than a 7 seat majority.

… conclusion, as Minnesota’s bridges were deteriorating, Democrats were in charge of state spending, including all monies spent on highway improvement and maintenance.
