It seems that the REPUBLICAN Senator, Debbie J. Johnson, SD 49, DID cast an affirmative VOTE in the amendment that FAILED, 31-31 (t=62).

However, it seems that she DID NOT VOTE on the motion to reconsider that DID NOT PREVAIL, 32-33 (t=65).

All 22 Republican Senators therefore, as a single group, seemed to have voted to not tax GOVERNMENT [military] PENSIONS.

I think however, as a group, that the Republicans will not do the same for other GOVERNMENTAL WORKERS. In fact, I think that they will attempt to slash the budgets of those workers.</description>

el presidente [with the helpful link from TwoPuttTommy] tracked down a REPUBLICAN Senator who it seems did NOT vote on the amendment that failed, 31-31.

The Republican Senator was one of five (5) Senators who did NOT vote on the 31 to 31 vote.

However this same Republican Senator is on record of voting on the motion to reconsider. This motion FAILED 32-33. 

Two DIFFERENT Senators did not vote on the motion to reconsider.

Some presidential advice: there is a difference between good governance and bad politics.</description>
