Considering that modern man has made the two words interchangable presidente, I don’t see your point…for example, the 10 Commandments. The commandment “Thou shall not kill” is actually “thou shall not murder”. The Hebrew verb is “Rache” which translates into the willfull, intentional taking of life – ie murder. Yet it has been mistranslated to “kill” and used as a justification against the death penalty (which is ok in the OT) and self-defense.

That’s the substance referred to by the killing metaphor. Bills and programs are referred to as being “killed” the time; it’s common usage. You’ve never objected to that word before. If one project is killed, what would you call it when 50 are slashed (another common budgetary phrase) all at once? The only logical extension of the metaphor is serial murderer. And given the blatantly partisan nature of the cuts, it’s cold-blooded murder.
