Only then would the suit be allowed to progress. Take a survey of legislators, lobbyists and other capitol regulars, and you will find that Shawn would easily outdistance any competitor in the contest for who is the most despised person at the capitol.  His personal behavior and his frequent mistakes have made him more and more irrelevant as the years go by,  I guess you could say he is an older, more despised version of what Michael Brodkorb is rapidly becoming.</description>
