Because Franken waited until after April 15th to start cleaning up this mess he gave up the right to get a refund on 2004. He was already out of luck to get a refund on 2003. Which means Franken has given up some of his money because he mismanaged it! A key qualification for Franken is that he is going to be a manager of this money.
