Two examples, one on Publius, the other in an EMail I received, both under Kiffmeyer:

When 100% of the precincts were reported the day after the election, major media outlets reported the same numbers the Secretary of State had: Mark Kennedy had 839,173 votes and Amy Klobuchar had 1,279,515 votes. By the time the voting was certified, the new totals were 835,653 and 1,278,849, a difference of 3520 votes for Kennedy and a difference of 666 votes for Klobuchar.

    Results of the Second District congressional election continued to fluctuate Friday, with the secretary of stateâ€™s Web site indicating Republican Mark Kennedy had unseated DFLer David Minge by 150 votes, compared with a margin of 438 on Thursday.

    Bob Schroeder, deputy secretary of state, said the changes reflect adjustments based on preliminary reviews of the totals in each county.

ALL ballot interpretation were used and in ALL cases Gores wins a statewide recount. But I agree that &quot;no legitimate recount that would have made Al Gore the winner of Florida in 2000.&quot; Because a statewide recount was never on the table and therfore not legitimate

Listen, Bush won, I do not dispute that. Gore asked for selected counts, that was the recount that was going on and stopped by the supreme court that if carried out would still show a Bush victory.

There are a few different stories out there, but they all came to the same conclusions. Had the recount stopped by the Supreme court continued, Bush wins. BUT, if the whole state would have been recounted, never undertaken and never supported by Gore himself, Gore wins. Oh the irony:

Suppose that Gore got what he originally wanted -- a hand recount in heavily Democratic Broward, Palm Beach, Miami-Dade and Volusia counties. The study indicates that Gore would have picked up some additional support but still would have lost the election -- by a 225-vote margin statewide. 

Inclusion of overvotes

In addition to undervotes, thousands of ballots in the Florida presidential election were invalidated because they had too many marks. This happened, for example, when a voter correctly marked a candidate and also wrote in that candidate&#039;s name. The consortium looked at what might have happened if a statewide recount had included these overvotes as well and found that Gore would have had a margin of fewer than 200 votes.

Now this is only germain in that we don;t have that problem here in MN. We have a set criteria to determine voter intent, and stated method in carrying out a recount, and because of the fine work by former SoS Joan Growe there is virtually no jurisdiction by a court of law in the recount process.

My Senator wuill be the individual who is finally awarded the election following the statutory recount.

<p>Suppose that Gore got what he originally wanted &#8212; a hand recount in heavily Democratic Broward, Palm Beach, Miami-Dade and Volusia counties. The study indicates that Gore would have picked up some additional support but still would have lost the election &#8212; by a 225-vote margin statewide. </p>
<p>Inclusion of overvotes</p>
<p>In addition to undervotes, thousands of ballots in the Florida presidential election were invalidated because they had too many marks. This happened, for example, when a voter correctly marked a candidate and also wrote in that candidate&#8217;s name. The consortium looked at what might have happened if a statewide recount had included these overvotes as well and found that Gore would have had a margin of fewer than 200 votes. </p>

<p>Now this is only germain in that we don;t have that problem here in MN. We have a set criteria to determine voter intent, and stated method in carrying out a recount, and because of the fine work by former SoS Joan Growe there is virtually no jurisdiction by a court of law in the recount process.</p>
<p>My Senator wuill be the individual who is finally awarded the election following the statutory recount.</p>
