Norm won the election outright, the only reason we had this recount was purely administrative. 

If it had been a dead tie I can see a runoff, but Norm won the election on Nov.4th. The results were never contested (except by franken moonbat members who would have cried no matter how much he lost by).</description>

		<description>Flash: Runoff is bad! Bad Bad Bad! You get to vote ONE time per election. A protest vote for a no chance in a million candidate has consequences. It means that you chose to use you one and only vote on that candidate. Runoff encourages people to vote for all nature of folly because they going to get a mulligan thanks to the inevitable runoff, especially here in MN where we have a bizzare love of 3rd party candidates. Anything that encourages people to take their vote even less seriously, and to have even less accountability for their actions, is a bad idea. Every yahoo who voted for Barkley now has to live with the consequences of that action.</description>
