		<description>I don&#039;t like the amendment idea either.  We shouldn&#039;t be look back to revenues of the past cyle, we should be looking at the current.

In good times, the state should be putting money in the bank for rainy days.  The fact is, the DFL wants to spend money as faster than it comes in.  When the economy downturns, Democrats want to raise money to keep up the spending rate.

For all those who stick their hands out during goods times, they should stick them in their pockets during bad.</description>

		<description>You do know that none of Pawlenty&#039;s past budget proposals would fly under this new rule. He was over the limit every time. I would like to see him address that shortcoming.
