BREAKING: CAMPAIGN FINANCE BOARD RULES AGAINST RYBAK

By Luke Hellier | November 6, 2009

Developing story…

The Minnesota Campaign Finance Board has ruled AGAINST Minneapolis Mayor RT Rybak using funds before filing for Governor.

Full ruling here.

FROM THE RULING:
The Complainants supported their allegation that Mayor Rybak had made expenditures in sufficient amounts to require registration of a principal campaign committee in two ways. First, the complaint identified expenditures on the RT for Minneapolis Committee (Mayor Rybak’s mayoral re-election campaign committee) for a survey and contributions to two DFL political party units that the Complainants believed would only benefit a campaign for Governor. Second, the Complainants provided calculations that showed that the cost of travel for Mayor Rybak to attend the political events and candidate forums referenced in the complaint would be more than $100.

More:

As discussed in the evidence section of these Findings an individual is deemed a candidate under Chapter 10A if the individual has given implicit or explicit consent for any other person to make expenditures in excess of $100 for the purpose of bringing about the individual’s nomination or election for a state level office. After reviewing the available information, the Board concludes this standard was met when the RT for Mayor Committee authorized a survey that was conducted in May, 2009, by Greenbery Quinlan Rosner Research. After a thorough review of the survey, the Board has reached the conclusion that the survey was designed to gather information that would benefit Mayor Rybak in a gubernatorial campaign.

The response on behalf of Mayor Rybak contends that the survey was to support a re-election bid for Mayor of Minneapolis. But this response does not persuasively explain why a survey to support the Mayor’s re-election would have a geographic calling area that included metro area residents that are not eligible to vote in Minneapolis.

For my thoughts and comments, and to see me ingest just a bit of crow, see the second posting below this one.

I already did Hiram. What’s your next project, defending ACORN?

    That depends. What’s the charge?

    Voter registration fraud.

Any voter registration campaign is going to have it’s problems. ACORN does have quality control programs in place. But nobody’s perfect.

Voter registration fraud is a bit more than a “problem”, especially when ACORN had been indicted and convicted in several states.

What are ACORN’s quality control programs? Showing pimps and hoes ho’s how to hide their money from the IRS and commit mortgage fraud?

I think what has happened in several states is that ACORN employees have been convicted of various offenses, and that it’s often been the case that ACORN is the one who has alerted the authorities.

As for quality control, ACORN reviews registrations and flags the ones it deems questionable which is a lot more than most voter registration campaigns do.

    Hector:

Well you care to take a lie detector test on that. Oh I forgot a person who thinks the light is green will pass even though film evidence shows it’s green. But that’s the type of mentality you have.

After all wasn’t it ACRON that registered the Dallas Cowboys football team in Nevada. The difference between Minnesota and Nevada was that authorities in Nevada went after ACRON. Here in Minnesota people like Mark Ritchie and Hennepin County General Freeman pretend that ACRON did nothing wrong and don’t do anything about ACRON.

I hope you understand I meant to type, “Will pass even though film evidence shows it’s RED”

“After all wasn’t it ACRON that registered the Dallas Cowboys football team in Nevada.”

In some states it’s the law, but I think everywhere it’s good practice to turn over all registrations received to the state. No registration campaign has or should have the authority to judge the validity of any particular registration. That’s the state’s job.

    Hector:

Has Mark Ritchie and his staff reviewed and tried to make sure these were valid registrations in Minnesota? NO!!!!!

So by your standards you have admitted that Mark Ritchie hasn’t done his job and deserves to remain being Secretary of State.

“Has Mark Ritchie and his staff reviewed and tried to make sure these were valid registrations in Minnesota?”

My understanding is that voter registrations are routinely checked.

    Hiram says:

“My understanding is that voter registrations are routinely checked.”

It was also your undertanding that tr and CC were not campaigning for governer. Going back to June, there were still 30,000 voter registration that remained unreconciled.
