In some states it’s the law, but I think everywhere it’s good practice to turn over all registrations received to the state. No registration campaign has or should have the authority to judge the validity of any particular registration. That’s the state’s job.

After all wasn’t it ACRON that registered the Dallas Cowboys football team in Nevada. The difference between Minnesota and Nevada was that authorities in Nevada went after ACRON. As for quality control, ACORN reviews registrations and flags the ones it deems questionable which is a lot more than most voter registration campaigns do.
