DID KELLIHER VIOLATE CAMPAIGN FINANCE LAW?

In an earlier post, MDE linked to a story from MPR about internal strife over a DFL database file. This situation could also potentially turn into a campaign finance violation. MPR says Kelliher contacted the DFL to start raising money for her campaign for Governor:
Kelliher wasn’t available to comment but her campaign manager Jaime Tincher said she contacted the DFL Party a few months ago to see whether it was OK for donors to pay for Kelliher’s access to the file.
However, Kelliher filed her campaign committee on August 13, 2009. Was Kelliher raising money before she actually filed? Â If so, this could add to the already growing potential list of campaign finance violations.
Questions for Kelliher -
When did you access the voter file? Â In other words, how many months is a few?
Where you working with the DFL party to secure the endorsement of party activists?
How much money was raised and then returned?
Are you still using this voter file?
Are there other files from groups like Emily’s List and MAPE that have been illegally accessed?

Given the standards established in the Rybak Coleman cases, I am sure Margaret did violate campaign financing laws. It would be difficult to find a politician in Minnesota who isn’t.
