Marty Backed Sales Tax Increase. “After faltering in the Senate Taxes Committee a couple of weeks ago, a conservation legacy bill resurfaced today, and easily cleared that committee after it was changed to a pure sales tax increase. The change, proposed by Sen. John Marty, DFL-Roseville, isn’t expected to last long, however. The measure now heads to the Senate Rules Committee, where the bill’s sponsor, Sen. Larry Pogemiller, DFL-Minneapolis, is the committee chairman. He said he will try to change it back to a proposed constitutional amendment and then move it on to the Senate floor.
